Ms Claire B. Rubin is President of Claire B. Rubin & Associates, a disaster research and consulting firm in Arlington, VA and a Visiting Research Scholar at the George Washington University, Institute for Crisis, Disaster, and Risk Management. She has almost 30 years of experience in emergency management and homeland security. Ms Rubin has written about 60 publications in those fields.
Ms Rubin is the Managing Editor of the Journal of Homeland Security and Emergency Management . She had the lead role in preparing the content for the time line charts and the narrative reports.
Dr. Irmak Renda-Tanali is an independent risk management and security consultant. Her expertise is in the areas of civil infrastructure systems, critical infrastructure protection, and economic studies in risk and disaster management. She holds a Doctor of Science in engineering management, an M.S. in civil engineering, and an MBA. Her current academic affiliations include a faculty position with University of Maryland University College and visiting scholar and part-time lecturer at the George Washington University. She is also affiliated with Dewberry as a senior emergency management specialist.
Dr. Tanali is an Assistant Managing Editor of the Journal of Homeland Security and Emergency Management and the co-author of two textbooks. Mr. William R. Cumming is an attorney and expert in national security law. After more than 34 years of federal service, primarily as an attorney, and 20 years of service in FEMA/Office of the General Counsel (1979-1999), he retired in 1999. Mr. Cumming has been an advisor for all of the time line charts. His long involvement in the emergency management field and understanding of legislative and regulatory history are major assets to the projects.
Mr Cumming has been an inactive member of the Virginia Bar and Federal Bar since October 1999. Presently he heads the non-profit Vacation Lane Group. |
